Hahah, I've always loved making these! I used to be obsessed, with trying different colors...okay, anyways
1. Create a New File. 300x300 pixels will do for now. (Once you learn, you can fiddle-faddle and what not with the size/colors).
2. Click on the paintbrush, and set it to "15px" round, ...hmm let's make the color pink (hence: PINKIE)...

3. Scribble some lines around like so: (leaving some white/background color left)

4. Next, goto "Effects", "Geometric Effects", "Pixelate", and set the Block WIDTH and HEIGHT to: 20. Also, make sure that "Symetric" is checked.
5. Click OK.

6. Now, goto "Effects", "Geomentric Effects", "Circle"...and BAM!

All done, pretty neat, eh?
